The Sendai Framework for Disaster Risk Reduction
The Sendai Framework for Disaster Risk Reduction (2015-2030) is a global agreement adopted by UN Member States. It outlines a pathway for countries to build resilience to disasters, reduce their impact, and prevent new disaster risks. It is the successor to the Hyogo Framework for Action (HFA).
Key Objectives and Priorities
The Sendai Framework has seven global targets and four priority for action. These are designed to guide national and local efforts in disaster risk reduction.
The Seven Global Targets
Target | Description |
---|---|
Target A | Substantially reduce global disaster mortality by 2030, aiming to lower the average mortality rate per 100,000 people. |
Target B | Substantially reduce the number of affected people globally by 2030, aiming to lower the average number of people affected per 100,000 population. |
Target C | Reduce direct disaster economic losses in relation to global gross domestic product (GDP) by 2030. |
Target D | Substantially reduce disaster damage to critical infrastructure and disruption of basic services, including health and educational facilities, through developing their resilience by 2030. |
Target E | Substantially increase the number of countries with national and local disaster risk reduction strategies by 2020. |
Target F | Substantially enhance international cooperation to developing countries through adequate and sustainable support to complement their national action for the implementation of this Framework by 2030. |
Target G | Substantially increase the availability of and access to multi-hazard early warning systems, disaster risk information and assessments for persons at risk by 2030. |
Connecting to Humanitarian Principles
The Sendai Framework is intrinsically linked to humanitarian principles such as humanity, neutrality, impartiality, and independence. By focusing on risk reduction and resilience, it aims to prevent humanitarian crises before they occur, thereby reducing the need for emergency response and ensuring that when response is needed, it is more effective and less overwhelming. It promotes a proactive approach to saving lives and protecting livelihoods, aligning with the core values of humanitarian action.
- Understanding Disaster Risk, 2. Strengthening Disaster Risk Governance, 3. Investing in Disaster Risk Reduction for Resilience, 4. Enhancing Disaster Preparedness for Effective Response and to 'Build Back Better'.
The Sendai Framework's structure can be visualized as a pyramid. At the base is the foundational understanding of disaster risk. Building upon this is the strengthening of governance mechanisms. The next layer involves investing in risk reduction measures to build resilience. Finally, at the apex, is the preparedness for response and recovery, aiming to 'build back better'. This layered approach emphasizes that effective response and recovery are contingent upon robust risk understanding, governance, and investment in resilience.

Relevance for Competitive Exams
Understanding the Sendai Framework is crucial for UN competitive examinations. It demonstrates an awareness of global disaster risk reduction strategies, the UN's role in coordinating international efforts, and the interconnectedness of development, humanitarian action, and climate change adaptation. Familiarity with its targets and priorities will enable you to articulate informed perspectives on global challenges and solutions.
